smf treat SA_AIS_ERR_TIMEOUT from IMM as a fault and fail the ongoing campaign.
The action to take when receiving SA_AIS_ERR_TIMEOUT is undefined. Since the
impact of a failed campaign is big, it is better to retry for some time when
timeout response is received.
