It is not relevant to set maxFilesRotated to a zero value.
This parameter must be validated in API and in server. If a stream with 
configurattion object is created (using IMM and the log OI) a validation must 
also be done. The rule shall be that the value > 0.
Also the default value must be changed from 0 to a valid value. For the 
preconfigured streams the value is set to 4 so this could be a suitable default 
value for application streams as well.

When users open an application stream with `maxFilesRotated` is set to zero (0) 
or leave it to default value, logsv will get stuck in a while loop forever.
