Design of test cases/slogans are not correct in logtest. They are:

1 Create: saLogStreamSeverityFilter < 0x7f, Ok // should
be: <= 0x7f
2 Create: saLogStreamSeverityFilter >= 0x7f, ERR // should
be: > 0x7f
15 Modify: saLogStreamSeverityFilter < 0x7f, Ok
16 Modify: saLogStreamSeverityFilter >= 0x7f, ERR
Will correct them and release together with this ticket.

The default value of saLogStreamSeverityFilter is 127 (0x7f). When updating it
to other value, cannot change it back to 127 (0x7f) again.
