Presently Clm is honoring TRY_AGAIN and TIMEOUT. When 2PBE is used if there is
an going CCB or PRT update happening then ERR_NO RESOURCE will be returned like:
Nov 13 11:38:14 SLES-64BIT-SLOT1 osafimmnd[3145]: WA update of PERSISTENT
runtime attributes in object 'safNode=PL-3,safCluster=myClmCluster' REVERTED.
PBE rc:18
If NO_RESOURCE is honored CLM will not finalize and re-init with IMM for each
failure.
