MsgQueueOpen fails randomly with ERR_NO_RESOURCES.
This issue is seen on cs4733 + patches for #220. This is observed both on SLES
x86_64 and SLES_PPC. This issue is already reported as
http://devel.opensaf.org/ticket/2383 but has been closed as not reproducible.
We are also seeing this issue without any ndrestarts,switchovers or failovers
on SLES_PPC. This might be a random issue and may not be reproducible always.
We tried to reproduce the issue and we have attached the traces for the same.
The time at which the issue is seen is Jan 23, 11:50:36. Attached the test
journal also.
