According to the spec section 3.1.4 Log Filtering based on severity values is
not supported by the alarm and notification streams as all published alarm and
notifications must be logged .
In that case the saLogStreamSeverityFilter attribute of the alarm and
notification streams object should always be set to 127 ( 0x7f which means no
log is filtered , all log records gets logged ) and should not be a writable
attribute.
