Configuration-Proxy, proxied (2n)
Admin repaired operation is not working on proxied component in instantiation
failure state.
Component stuck in Instantiating State, and proxy component didn't get any
proxy instantiate callback after the operation.
Similarly Admin Repaired operation is not working on Proxied component in
termination failed state.
