Got to see if this is reproducible. Migrating this for reference.

Changeset: 3062
Setup: SLES 11 x86
OpenSAF is brought up on 3 nodes in PLM Enabled and HPI disabled mode.
The order for the stopping the services opensafd, plmcd, plmcboot need to be 
documented for the graceful stop of OpenSAF when PLM is enabled. 
Stopping openafd first is not causing any issue on the active controller and 
the payload nodes. But stopping opensafd using "/etc/init.d/opensafd stop" is 
causing the stanby node to reboot.
May be the correct order according to my observation is:
1. plmcd
2. plmcboot
3. opensafd
