First the startup sequence for payloads is wrong. The CLM nodeagent should to
be started first (after dtm in MDS/TCP) and before IMM.
Second, the NID interface does have a return code for "do not try again". This
gives the effect that the CLM agent is started a couple of times before the
init start gives up. Could be improved.
As a side note, immnd should perferable check CLM membership before proceeding,
but only on payloads. Otherwise we get the chicken and egg problem...
