When saAmfComponentErrorReport_4 is invoked, notification with event type
SA_NTF_ERROR_REPORT needs to be sent. ( section 11.2.3 )

1.Error Clear Notification
2. Cluster Reset Triggered by a Component Failure Alarm
3. Proxy Status of a Component Changed to Unproxied Alarm
