saLogStreamMaxFilesRotated attribute states the maximum number of xxx.log files
that should exist at any given moment.
When LogSv checks whether the maximum value has been reached and whether the
oldest file should be deleted, LogSv also, erroneously, includes the xxx.cfg
files in this
check. The effect is that the "log file deletion" functionality sometimes
deletes xxx.cfg.
