The SAF functions need to be called in a retry loop to handle timeouts
properly. This is done inconsistently in the higher level Python bindings
(pyosaf/utils). They also return errors as ints while the code in pyosaf/utils
changes this to throw exceptions.
This should be handled consistently by decorating the raw functions with retry
logic and raising of exceptions on failure.
