Redundancy Model : 2n
1. When sponsor si is locked, component having sponsor active assignment
responded with failure.
2. suFailover recommended recovery is triggered.
3. Dependents got quiescd callbacks as part of suFailover.
In the success scenario of sponsor si lock, dependents will not get quiesced
callbacks.
Even in failure scenario, where sponsor is in quiesced time out state,
dependents will not be able to handle quiesced assignments.
