When saAmfResponse_4() is called with invalid value of SaInvocationT (say 19),
it returns SA_AIS_ERR_INVALID_PARAM. According to AMF spec (B.04.01, section
7.13.1, page 335), return code should be SA_AIS_ERR_NOT_EXIST.
