It's possible that IMM functions in startup and cleanup functions return
SA_AIS_ERR_TRY_AGAIN, and in this case IMM tests will assert/exit.
Startup and cleanup functions should handle SA_AIS_ERR_TRY_AGAIN, and not exit.
IMM test cases will not be affected by this change.
