In a cloud environment, scale in is done with node is shutdown, lock and
opensafd stop.
An alarm 'SI Unassigned' is raised which is not wanted. A patch is sent out
were if the
node is shutdown/locked and the redundancy model is no-red, the alarm will not
be sent.
