The runtime object for displaying log service configuration is created by the
active server during initialization.
During an upgrade campaign it is always the standby node that is upgraded and
restarted. If an upgrade is done where the runtime class is added no runtime
object is ctreated unless doing a cluster restart (active server must be
restarted).
To fix this:
During init the standby node shall check if the runtime object excists and if
not it shall be created.
