3 SUs and 6 SIs ( improper configuration with one of SI not configured
SaAmfCompCsType )
Issue :
Initially all the SUs and SIs are in unlocked state.
When the SG is unlocked, only active assignments to 5 Sis are done.
Active assignment for SI6 is not done, as SaAmfCompCsType is not configured for
components related to SI6 which is expected. But standby assignments to the
first 5 SIs are not done, even though the SG and SUs are ready for assignment.

After couple of admin lock & unlock operations on the application objects, AMF
on active controller crashed. This might be due to ticket #1512
