Currently the on Opensaf start up after the duplicate discovery logic is
continuing with
Opensaf TIPC NODE configuration before tolerance time/Resetting of duplicate
discovery dummy address (2000 ),
This causing some problem in some Old version TIPC like 1.7 ,
so , made duplicate node discovery logic disabled by default.
