If nodegroup shutdown is called on a node that contains an 'unstable' SU,
TRY_AGAIN is returned when SA_AIS_ERR_BAD_OPERATION is more approriate.
Steps to reproduce:
1. change amf_demo_script to cause instantiation failure
2. create an instantiated nodegroup
3. start amf_demo with an SU in instantiation failed state
4. amf-adm -t 3600 shutdown <nodegroup> will 'hang'
