when the ncs_leap_startup is called at initialization, it checks for node_id
file. If node_id file is not present, then ncs_util_get_sys_params will return
error. The error from ncs_util_get_sys_params is presently not honoured.
when the error is honoured, the opensaf/applications will not allow to
initialize if node_id file is not present.
