Following are the steps to reproduce:
1. Create a config class
2. Register OI with create callback
3. In the callback, wait for time greater than the IMMA_OI_CALLBACK_TIMEOUT
4. Set OI as the class implementer for class created in step 1
5. Try creating an object for the class
6. Above step with fail, then do GetErrorString from OM
Result:
5. Due to OI callback Time Out, SA_AIS_ERR_FAILED_OPERATION is received at the
OM side.
6. No error string is received from IMM
Expected:
When OI timed out, failed operation is received and proper error string should
be set by IMM which can be received by OM.
