Admin op is used in 2PBE mode for syncing operations between both PBEs.
When the second PBE is down, and the first PBE is running in 1safe2PBE mode,
the first PBE continue trying to send admin op to the second PBE.
Due to this behaviour, in syslogs we see messages like:
