Instead of failing to start, OpenSAF should fall back to the SCHED_OTHER policy 
if real-time scheduling is not allowed by the operating system where it is 
running. The use-case for this is running OpenSAF in environments where 
real-time scheduling is prohibited (e.g. containers)
