When saImmOmInitialize and saImmOiInitialize are called, the functions may
return SA_AIS_ERR_TRY_AGAIN.
After analysis, we have found that when saImmXXInitialize functions are called
and are subscribed to IMMND up/down events, NCSMDS_UP event is not sent back to
ack that IMMND service is up.

The problem has been seen in LOG service and test cases.
This problem is not easy to reproduce.
