When SC absence allowed and 2PBE misconfigured on controllers, for SC absence
allowed there is no any check, while for 2PBE there is a check when IMMND
starts. In this case IMMD restarts, but after the restart, IMMD continues to
work. There is no any further check that will restart IMMD and trigger the node
reboot.
When 2PBE and SC absence is misconfigured, the slave node needs to be restarted.
For 2PBE, it's enough to check is 2PBE is enabled/disabled, while for SC
absence allowed, SC absence allowed values must be same on both controllers.
