It looks like the issue stems from changeset f3f0141f63cf from ticket #1126.
Looks like this was introduced in 4.7. In 4.7
SmfCampaignThread::createImmHandle the implementor handle changed. Looks like
it is compatible with upgrade, but not downgrade.
It seems that if downgrade is to be supported from 4.7 to something lower
(even 4.6), then this handle will have to use the old campaign name. Not sure
how this would work.
This is the error from the new active after the si-swap. This controller has
been downgraded to 4.5.1:
