After SCs absence, when first controller joins, NTFA performs recovery of
cliients.
NTFA should not perform recovery of client should not be done for A.01.02
client if its hosting node loses CLM member ship status when first controller
comes up after SCs absence.
Note: Accidently introduced by me. The floated V2 of #1639 was for this case
and it handles it also. But the pushed patch does not contain this delta fix.
Will publish this delta change.
