In a single component configuration like amf_demo with recovery policy
comp-restart, AMF does not sent state change notificaiotns for
1)SU presence state change from INSTANTIATED to RESTARTING and
2)SU presence state change from RESTARTING to INSTANTIATED
when component restarts due to RESTART admin op or fault.
Analysis: AMFND is not marking SU RESTARTING. Since it is a single comp
configuration SU must be marked RESTARTING as all of its component are
RESTARTING. Also in a rare case when SU consists of all restarting comps, this
situation can also hit when all the comps are faulted and at some point of time
they are all in RESTARTING state.
AMFND traces and syslog are attached .
