Reduce the number of errors and warnings reported by the
[ShellCheck](http://www.shellcheck.net/) tool in the OpenSAF shell scripts.
This is a global ticket for OpenSAF. Each OpenSAF service might want to have
its own ticket for their respective service.
See also tickets [#1774] and [#1775], which are about reducing the number of
warnings produced by Cppcheck and Cpplint, respectively.
