Issue Observed:
Clm locked node rebooted after controllers joined back from headless state.
Steps To Reproduce:
1. Perform clm lock operation on payload(PL-3)
2. Stop OpenSAF on both the controller
3. Start the Controller(SC-1), observed "PL-3" rebooted after few second

4. It is also observed that after controllers joined back from headless state,
folllowing Error message observed on clm locked node (PL-3)
