At OpenSAF startup, with a large FRU inventory (77 resources in our case), PLM
can accept plmc connections before it has fully processed the inventory and set
readiness-state for the HEs.
This is a problem if the active controller itself, where PLM is running, is
modeled as an HE with an EE. If PLM has not processed its own HE hotswap event
yet, its HE readiness state will be OOS. In this case, when the plmc connection
is made, it will shut itself down because its own HE readiness state is OOS.
PLMc connections should not be accepted until all HEs are discovered and
processed.
