AMF can sometimes (temporarily) reject admin operations and configuration
changes because some entity which is affected by the request is internally
marked as "unstable" in AMF. This enhancement ticket proposes that such
situations shall be avoided and AMF should accept the user request at any time,
when possible.
An approach for implementing this is to split the state (or configuration) in
two:
* The desired state (or configuration), as requested by the user
* The actual state
A user should be free to update the desired state at any time, as long as the
new requested state is valid. AMF should update the actual state to match the
desired state as a background job.
