The OpenSAF FM is responsible for detecting and performing controller failover.
In the OpenSAF architecture, FM is also a reference implementation which is 
designated for the OpenSAF integrator to enhance and customize to suit his 
clustering requirements to handle split brain through out of band mechanisms or 
other such means.
The opensaf_reboot script is also a point of integration, where-in the system 
integrator can customize it to invoke any out of band mechanisms to perform 
remote reboots and can also check the status of shared resources like DRBD, 
ipaddress etc. (including say by using/invoking resource agents) before taking 
any action during controller failover.

It is proposed to bring in a small improvement inside OpenSAF itself such that 
we can improve avoid getting into a split brain situation particularly in 
scenarios that involve a split cluster, etc. 
This ticket is dependent on #1228.

This is a short term solution to ease and/or provide handholding for the 
integrator.
