6-Node cluster(SC-1:Active, SC-2:Standby, SC-3:Spare PL:4,PL-5&PL-6: Payloads)
** Issue Observed:
Pre headless state created appstream deletion fails after headless state
** Steps To Reproduce:
(1). Create a application stream
(2). Perform headless operation
(3). After headless state, when all controller's join back, delete the
previously created appstream
>> It's also observed that appstream treated as "well known stream"
