If immnd is terminated and a SU needs restarting, then
immutil_saImmOmInitialize could be 'stuck' in a loop reading this SU's
configuration, if immnd takes a while to become available.
saImmOmInitialize() already waits up to 30 seconds to sync with immnd.
By calling saImmOmInitialize() in a loop as immutil_saImmOmInitialize() does,
amfnd can be terminated by the watchdog.
