If changing `saLogStreamFileName` toghether with one ore more attributes that
result in creating new configuration file such as `saLogStreamLogFileFormat`,
`saLogStreamMaxLogFileSize`, `saLogStreamFixedLogRecordSize`, or
`saLogStreamLogFullAction` will have following ER in syslog:
> Jun 20 22:13:23 SC-1 local0.err osaflogd[431]: ER log_stream_config_change
> failed: -1
To reproduce this problem, do the command:
`immcfg -a saLogStreamFixedLogRecordSize=0 -a saLogStreamFileName=testAlarm
safLgStrCfg=saLogAlarm,safApp=safLogService`
