After getting a ERR_TIMEOUT from imma_evt_fake_evs(), unlike other API,
saImmOmCcbApply will try to recover the ccb result.
A2ND_CL_TIMEOUT should be sent to IMMND after recovering ccb result.
If A2ND_CL_TIMEOUT is sent and then it succeeds to recover the ccb result, the
client will be discarded in IMMND when saImmOmCcbApply returns SA_AIS_OK.
The client should be discarded only when ERR_TIMEOUT is returned.
