Attached is the configuration and AMF traces to reproduce the problem.
steps to reproduce:
1)Lock the SI which has assignment on all the SUs.
2)When active component is processing quiesced callback, kill the standby comp
for this Si on other SU with
sufailover recovery.
3)AMF will revert back SI to unlocked state.
4)user will see two actives for same SIs.
