This is a refactoring ticket for improving the Mailbox / IPC mechanism in
OpenSAF. Areas that can be improved are among others:
* Simplify the API, e.g. removing preprocessor macros and making the API less
verbose, especially for initialization and finalization
* Remove external dependencies. The mailbox should be one of the lowest levels
of the library and independent of the rest. You shouldn't have to call
ncs_leap_startup() before using it.
* Simplify the code.
* Improve the unit tests
