If systemd is used to start OpenSAF, a failure to start the service may not 
result in a node reboot REBOOT_ON_FAIL_TIMEOUT is configured to a non-zero 
value. The reason is that if systemd detects the failure, it will kill the 
opensafd start script.

The suggested solution is to use the OnFailure systemd unit directive to 
initiate a reboot when the unit enters the failed state.
