The defect case the syncing of 70K objects will take more than 2 seconds, so
SearchInitialize api is failing with ERR_BAD_HANDLE.
If the timeout is increased also, the BAD_HANDLE is still returned if the
number of objects are increased.
There may not be correct fix for these type of problems, and since this is
SearchInitialize can create new OM-handle once IMMND is synced completely.

Changeset : 8190
Setup : 4 nodes 1 PBE enabled with around 70k objects
Steps:
1. Bring up opensaf on four node cluster with 1 PBE enabled
2. Create a load of around 70k objects
3. set IMMA_MAX_OPEN_SEARCHES_PER_HANDLE=200
3. Call saImmOmSearchInitialize_2() in a loop
After around 65 calls SearchInitialize api is failing with ERR_BAD_HANDLE
