Steps to reproduce
------------------
1. Use samples/amf/proxy file and change it to contain SU proxy and two proxied
components.
2. Unlock SU.
3. Kill proxied component to restart twice to escalate to restart SU.
(Configure Max restart count as 1)
4. Lock SU.
Observed behaviour
------------------
SU lock timesout.
Expected behaviour
------------------
Su should get unassigned.
