Currently AMFD starts heartbeat with local AMFND as soon as it gets MDS_UP 
event of later. AMFND reboots the node if it does not get heartbeat message 
from AMFD in the configured time. On spare controller since AMFD has not done 
MDS installation it will not get UP event from AMFND. 
This problem can be solved in many ways, some approaches could be:
1)Establish exisiting heartbeating. But we need different transport mechanism 
(like RDE that communicates on socket)
2) Or for spare conroller, since AMFND becomes the MW process and not AMFD we 
could do reverse heartbeating. Here also we will have to use different 
transport mechanism (like RDE that communicates on socket).
3)There could be third method where AMFND will do PID monitoring of AMFD 
process reading it from /var/run/opensaf/osafamfd.pid as it does in case of 
Passive monitoring. For achieving this AMFND will have to componentinze AMFD in 
totally different unconventional manner. Can AMFND monitor a process without 
really making it a component.

Setup:  Brought up 5 nodes cluster (Active, standby, spare controllers, PL-4 
and PL-5 ) with headless feature enabled.

spare controller didnot get rebooted when amfd is killed on spare controller.
