There's a need to handle retry for CLM AIS TRY_AGAIN/TIMEOUT return code in a
way that does not block the AMFD's mainthread. AMFD should have a thread to
retry clm track start/stop when CLM returns TRY_AGAIN/TIMEOUT. This thread can
also support to automatically reintialize if CLM returns BAD_HANDLE.
