Hi,
Standby AMFD ignores it. if that reo_type has not synched as it will get
updated before the cold sync. Why it got missed when whole reo_type is getting
snycned before the completion of cold sync?
If standby AMFD queues it then, active amfd will increments it counters. In the
end of cold sycn counts of all reo_type will be matched there mismatch like
situation may occur.

fm2 is shutting down while fm1 starting up. After the cluster is stable,
amf-state shows:
safSu=SC-1,safSg=2N,safApp=YYY-ZZZ PresenceState INSTANTIATING
safSu=SC-1,safSg=2N,safApp=YYY-ZZZ ReadinessState OUT_OF_SERVICE
It seems MBC updates for the above (to INSTANTIATED/IN_SERVICE) are either: not
sent from fm2 to fm1 in time, or dropped by fm1 as cold sync has not completed.
