When leap test is run manually, the test hangs forever for
SysfTmrTest.TestIntervalTimer.
Creating a timer thread is slow and sysfTmrCreate() does not wait for the
thread to be fully ready to start timers.
This is a time issue, and the test works sometimes.
The solution will be that sysfTmrCreate() waits until the timer thread is
created and is ready.
