The opensafd script requires the tool tipc-config to be present even when
OpenSAF is configured to not manage TIPC. The tool is not needed in this case,
and since tipc-config has been replaced by another tool (see ticket [#2104])
this unnecessary check can prevent OpenSAF from starting.
