when all the nodes are brought simultaneously, payloads will be in loading
state than syncing state.
Presently indication to clm_init_sel_obj is given at
immnd_evt_proc_finalize_sync. when all nodes are joined the indication to
clm_init_sel_obj wil not happen.
Solution:
The payload IMMNDs will be subscribing to CLMS, and giving indication to
clm_init_sel_obj.
