When receiver is restarted somehow, we will see following message in syslog if
sending log record to that destination:
> 2017-03-06 12:25:19 SC-1 osaflogd[225]: NO Failed to send log record to
> socket destination. Resent.
It reports "failed" even thought the log record is successfully sent to the
destination later on. It is confused.
This ticket will also add comments, explain why we need to do resent the log
record if the receiver is restarted.
